Paul Toben

Programme Manager


Paul leads the Oxford Innovation Advice Enterprise Europe Network Team which launched in January 2015. Paul supported the preparation of the National bid for the Enterprise Europe Network Programme in 2014 and has subsequently managed the recruitment of the team.

Paul has over 35 years’ experience of working in or with innovative and high growth businesses, ran his own successful UK & International trading business for over 12 years until 1997, worked for a division of Halma for three years and since 2000 has supported businesses in a number of different roles.

This has included; a Virtual Export Manager role, running the International Trade Team in Sussex, leading International Trade Missions, SE Manager of the nationally acclaimed London 2012 business support programme resulting in thousands of SMEs being more innovative, adopting green technologies and becoming ‘Fit to Supply’ into new private and public supply chains, delivering the Growth Accelerator service and during 2012-2013 leading the EEN Team in Kent. He has helped SMEs win bids for large UK and International contracts and coached and mentored MDs & CEOs on UK & International business development and processes. He also led on two other EU funded projects; ECOFood, a programme in the food processing sector and PRISME, which encourages & supports SMEs to bid for Public Sector contracts in Europe.

Paul is also a Director and Trustee of the Institute of Export, a world renowned professional membership body offering a suite of professional qualifications and training on best practice and competence for businesses trading globally, from the Young International Trader (YIT) course to a full MSc in International Trade Strategy and Operations.
